I had downloaded it and through my own troubleshooting figured I would uninstall and reinstall which I then did. My issue is that I can't download the Premiere Pro CC 2017 through adobe creative cloud. I'm "around here" quite a bit and this isn't something I've had any issues with, nor is it common enough I am familiar with many other recent threads for this sort of thing. Plus screen grabs of both the Edit Preferences/Audio and Audio Hardware screens. plus the media involved (especially the audio portion: how it was created & by what, and what effects or third-party programs/plugins may have "touched" the media. A good start is OS/CPU/RAM/GPU/vRAM, and for this the information on your sound hardware also, any soundcard in use.
I'm assuming you actually want help, but to get it, you need to give us some info to start puzzling through. most of that earlier problem as I recall was occurring when exporting through Media Encoder, but not during playback. So it's not a particularly common issue now. what, 2014 release? Those were build what, 8? We're now in build 11.x series, and there's been no posting on that old thread since 2014 was "the" public release. Had to look this up, from your reference of 4 years back.This was an issue for some users (certainly not all) a few versions back.
